Kenya and Hoover Institution Agree to AI Cooperation
Kenya and Stanford University's Hoover Institution signed a joint declaration for strategic cooperation on AI, technology, research and policy at UNGA. It is a framework for collaboration.
PARADIGM INSIGHTS:
A cooperation declaration should be measured by what can be used after the announcement: trained local reviewers, accountable pilots and a route to the institutions that must handle disputes. Research that never reaches a court, regulator or affected person stays a laboratory result. The declaration opens that work; it does not prove it has been done.
